Governor Kemp Appoints State Board of Education, Professional Standards Commission Members

Governor Brian P. Kemp appointed three members to the State Board of Education and two members to the Georgia Professional Standards Commission.

State Board of Education

"Building off a historic legislative session where we raised teacher pay, invested in school security, and doubled funding for mental health services for students, I am excited to announce these appointments to the State Board of Education," said Governor Kemp. "I'm confident Butch, Scott, and Jason will work to enhance educational outcomes, support our educators, and ultimately put Georgia students first."

Dr. David "Butch" Mosely - 2nd Congressional District

Dr. David C. Mosely is a lifelong educator who has served Georgia’s students as a coach, teacher, administrator, and superintendent in school districts across the state. A native of Climax, Georgia, Dr. Mosely has served as superintendent in seven Georgia school districts and was named Superintendent of the Year in 1999 by the Georgia Association of Education Leaders. He recently served as the Superintendent of Dougherty County Schools, retiring in 2017. Dr. Mosely holds a doctorate degree from Nova University where he has also served as an adjunct faculty member, teaching in the University’s Educational Leadership Program. He holds a specialist’s degree from Valdosta State University and bachelor’s and master's degrees from the University of Georgia. Dr. Mosely is married to June Cox Mosely, and they have two children and seven grandchildren.

Scott Sweeney - 6th Congressional District

Scott Sweeney is a Senior Business Advisor for InPrime Legal, which was recognized as one of four 2019 Small Business ROCK STARS in Georgia by the Georgia Department of Economic Development and the Georgia Economic Developers Association. Scott served as an eight-year, two-term elected member of the Cobb County Board of Education in roles including the Board Chair, Vice-Chair, Budget Liaison, and Facilities & Technology Committee Liaison. Scott has served as a board or committee member on national, state, and local non-profit organizations. He is a frequent speaker at industry and education events and an author of articles for industry publications and education within the Cobb County community. He and his wife, Sandy, reside in East Cobb with their two children.

Jason Downey - 8th Congressional District

Jason E. Downey is a Senior Trial Attorney for the Law Office of Nancy Phillips and Staff Counsel for Allstate, Encompass, and Esurance insurance companies. He earned a bachelor’s degree from Marshall University in Huntington, West Virginia and received his law degree from Mercer University's Walter F. George School of Law. Downey served on the Macon-Bibb County Board of Education from 2013 to 2017, serving as Vice-President, Treasurer, and Legislative Liaison. He also served for several years on the Dames Ferry Elementary School Council. Jason and his wife, Connie, an elementary school counselor of nearly two decades, live with their daughter in Macon, Georgia.

Steven Barker

Steven B. Barker is the Superintendent for Coweta County Schools and has been working with the school system since 1990. He and his wife, Karen, live in Newnan, Georgia with their children, Cade and Lilli Glen.

Catherine Jones

Catherine Jones is the Executive Director of the Butts County Chamber of Commerce. She is a retired teacher who has thirty-six years of teaching experience in both public and private schools. She and her husband, Arland, live in Jackson, Georgia.
